So far as I know, nobody ever suggested any of the 96 people who died were (in Cameron's words) "somehow responsible for their own deaths".
What has been said, and with some justification, is that while the police superintendant's stupid decision to open the gates was partly, even mainly responsible, the crowds of Liverpool fans who all turned up at 2.40 pushing, shoving and causing serious congesstion outide the Leppings Lane End - many without match tickets - was also a significan factor. If anyone from Liverpool had once accepted that, we might be nearer a balanced conclusion.
