Why don't the police just admit there was a cover up to get them off their case? Surely it's a an entirely new force nowadays so it's not like any of the current lot will come off looking bad.

were wrong and will try every other avenue before they admit to it. That this will sometimes make things worse is not a consideration until it is too late and they have committed to the path they've gone down.
