rather than trying to lay down the law to them.

While all clubs are trying run themselves responsibly, as they see it, by the same token there's nothing wrong, in principle, with any club getting a financial "leg up" in order to be more successful.

The whole thing is designed so that clubs don't fall foul of the rules, rather than trying to catch out and punish ones that do.
