Just that we can't compete "at a certain level", which he then suggests Chelsea and Manchester City having that much more financial prosperity.

We can certainly compete with Liverpool and Tottenham in terms of prestige, but I suspect in terms of outlay, currently no.

words "top four" referring presumably to the other clubs in the top four with whom we are rivals. Even though Chelsea weren't there last year and Liverpool have been replaced by City.
