Teams seem to have no trouble attracting players without being in the competition

I have often thought that us not being in would make little difference in tht respect. We never buy the very top players anyway and most of the ones we do buy would probably still join us.

a higher proportion of their wages. Whereas now, the CL takes up the slack.

Champions League teams, as it gives them more leeway, haggle-room.
