So perhaps they have superior facilities. But there have been other great sprinters from the area. Kim Collins from St Kitts and Nevis, for example. From an evolutionary angle, the physiology of different 'races' can't be ignored.

He said there are black athletes and white athletes with the fast twitch muscles and if for example Le Maitre had won and was the hero for other young white athletes in France, they too might be able to produce more sprinters.

Basically it's a mixture of nature and nurture.

but having Bolt win the Olynpics four years ago has increased the interest and input at grassroots level.
