The whole point of accusing Russians of anything is you know the charges will never be properly examined in open court; just ask SC Mueller. It's a catch-all conclusion you reach when you've been paid handsomely to investigate something and you need to show willing, effort.
People, like you , for example, will still believe the allegations, even if, indeed, especially if they are denied. Anyway, at least when a Republican is in charge
