Dr Headgear / Ears are Alight / Berni / The 2020

I was looking at trying to ban user "Footymad" but when I click in, I don't see the usual options of time limited temporary ban, permanent user ban or permanent IP address ban.

Is this because it is a bot and part of the establishment that Chris+ sold out to when he completed the last funding round for this place?
