From the Times article with a few words bolded for the hard of thinking:

Arsenal would be handed a back-door entrance to next season’s Champions League under an outlandish plan for European qualification submitted to Uefa.

A meeting of Uefa’s 55 associations yesterday heard a proposal from one country for Uefa rankings to be used to decide Champions League and Europa League places if domestic leagues finish their season early because of the coronavirus pandemic.

In the event that the Premier League is unable to fulfil its aims of completing the season, a decision will have to be made on how European qualification is decided.

If that happens, the most likely outcome would be for positions to be decided on a points-per-game basis. If the alternative proposal of Uefa rankings were used, it would mean Manchester City, Liverpool, Manchester United and Arsenal would qualify for the Champions League — and if City’s Uefa suspension is confirmed then Tottenham Hotspur would be next in line.

Under the points-per-game option, Liverpool, Leicester City, Chelsea and Manchester City or Manchester United would qualify.
