Got chatting to a lad who was basically an accountant specialising in tax avoidance and had several high profile clients (including the company who was paying **** loads for the five-star hotel and free star and alcohol). He was wonderfully indiscreet about who he worked for and how he worked - quite eye-opening on the whole subject and basically said that there was really nothing governments could do about it and as as long as rich people had money to hire cleverer people than governments did there would always be loopholes to exploit
And governments know this very well, of course, so the best they can do is a bit of virtue-signalling and SJW-ing.
