Aren't the Police saying this wasn't terrorism?

The police are trying to say anything they can to downplay the fact that he's clearly a Muslim who just happened to attack a bunch of people - like all those other Muslims have.
But it's OK because he's mental - and apparently you can't be mental and a terrorist. It's one or the other.
