They were punished by those rules and that system and appealed through that system so you can't say it was cheating. You could equally say what they did didn't warrant a two window ban

and of course the ban isn't irrelevant - they couldn't play Arda Turan or the other guys they signed until this month

Well they were allowed to buy players, just not register them

Do they register these players as SORN.
