I believe Aaron Ramsey currently holds the scapegoat position. If that doesn't suit, I have a nice little Theo Walcott here which sir might consider.

Sky Sports understands...
La Liga have told Sky Sports News that they will NOT accept the payment from PSG to trigger Neymar’s release clause.
They are expecting PSG to visit their offices this afternoon.
A spokesman for the office of La Liga president Javier Tebas said:
"We will not accept the money for the liberation clause, the reason is that we have doubts that this money is in accordance with UEFA Financial Fair Play rules."
Neymar's buyout clause is believed to be €220m.

As an experienced mover and shaker in transfer dealings I expect when negotiations open between the clubs the fee will be lessened by the inclusion of a player such as Verratti going from France to the Spanish club effectively lessening the transfer spend by about 25%.
I'm always surprised when people denigrate FFP as though it never existed.
I distinctly remember City being fined a rather large amount of money and both Chelsea and City openly admitting they were unable to sign players because of FFP.
Perhaps my memory is failing me :old:
Ooh, would you look at that:
