Yup. And it's entirely deliberate obfuscation at that. They are predicating their reports on an outdated model of terrorism in which any terrorist act must be co-ordinated and approved by a centralised command structure à la the IRA. This despite the fact that ISIS have made it clear that this isn't how they work. It's just plain dishonest reporting.
